Dunkirk was a "victory" in the sense that the British army only lost all of equipment, tanks, vehicles, weapons, and 12% of it's men, rather than losing all that stuff and like 80% of the men, and they framed as a bold victory because "we got kicked out of Europe and now the nazis have all our shit and are using to conquer the rest of the continent" doesn't really play well in the press.
