After playing Halo Infinite for some time and reading news about how much of a shitshow it has been, it reminds me so much of how Phil conducts his business.
TLDR: 343 is shit, and greedy corporations turned a hobby into a business while spitting in the face of the players(viewers in Phils case)
He is trying to PR you bullshit excuses how he can't do anything about a lot of things he does to improve so he can m.ilk as much out of you as possible with his streams. And that he is a gamer and just like you; Hates all these anti-consumer nonsense crap to nickel and dime you, while doing it himself. He could have made a good gig if he was actually honest and wanted to give you quality, but he would rather make a quick buck and not improve anything about himself/videogame.
Phil has crafted and curates his way to get as much money out of you and his whales with the least amount of effort possible, in a short amount of time.
Him pigsplainin NFTs while he has a collection of sweaty Jpeg wrestlers in his pocket is also funny.

Depends on how far he slanders YouTube for the ban.
He could go back to Twitch now, its not like his channel was banned he just can' get Subs, Gifted Subs, Amazon Prime Subs, Bits or Cheers. The only thing he could do is con people in to more tips and his Patreon.
You could litteraly go through the YouTube TOS and pick anything and it will show how Phil has broken the TOS. Hate Speech for one, bullying another, Scam and deceptive practices and Fake Engagement to name a few. Like his subs and views are arificially increased because of SOCK accounts, he bullies his audience, insults them and bans them, he scams his viewers, and his hateful slurs ( this includes his racism ).
Yet he's still on YouTube.
