I've heard this concept from a few left-leaning types in the last few months. I truly have no idea where it comes from. Is it a human right to have food and water, and as you said, not be killed and eaten? Yes. But is it a human right to "feel safe"? Well, no. How could it be? First of all, no one on the planet feels safe, because no one actually is safe! There's always some kind of danger or risk right around the corner. Even those of extreme privilege know they can only put so much distance between themselves and whatever threatens them. And if, for some reason, you do feel 100% safe 100% of the time, it's only a false sense of security, because there is something out there than can do you harm, if you give it the opportunity. So if "feeling safe" is a human right, it's literally nothing more than the right to lie to yourself.
