IMO it's more akin to a costume than a puppet. Puppets are animated by means that are not one to one, usually. A puppeteer for example makes the motion of a puppet walking by using, say, strings and hand movement, instead of actually physically walking themselves. For me, animation is arguably closer to puppetry - its making the illusion of movement, action, etc rather than directly just having the movement and action done by a person (though admittedly this gets into a grey area with rotoscoping). Vtubing and motion capture in general on the other hand is more like costume acting, but with a virtual costume. When a vtuber opens their mouth, tilts their head, etc, the person behind the vtuber is actually doing that themselves. Though there is grey area here too, in how vtubers can also manipulate their models by, say, dragging them across the screen using their cursors and whatnot.

were you trying to ask if the modelers are puppet makers or costume designers? If so, I'd say they are more puppet makers as they define how the "strings"(or face in this case) move the puppet/model. The artists would be the costume designers as they provide the rigger the design for the puppet with character design sheets.

Roommates/Cover/Managers are the "puppeteers". As for the vtubers themselves, I wouldnt really consider them puppets though, the relation with the viewer seems to be one a bit more intimate than that. There is actual interaction between the vtuber and the audience. Something puppets dont really do. No one would watch the puppet show because they cared about a singular puppet, the puppet is just a vessel for the puppeteer to tell a story.

I think the puppet aspect only comes into play when its related to Lore or scripted events (like the Hololive shorts they do).
