The problem is that whoever had him killed did so in a botched and obvious manner, likely it was basically a rush job because they had some reason to think he was going to throw -them- under the bus. The obvious nature of it drew attention to something that powerful people would rather not be at the forefront of the minds of people. So, time for political theater. Drag out the closest accomplice of the person, put on a public show trial, ensure it has just enough secrecy to not leak out anything damaging, see the scapegoat publically and visibly having the book thrown at them, and let the general populace forget about it entirely as nothing new occurs.

The "Administrative Complex" isn't the one who did it. If there had been a significant effort to kill him by the government or its agents then it'd have been a -lot- less painfully obvious. And the evidence trail doesn't indicate that it was. It was likely a single powerful person with enough money to bribe some guards and get Epstein killed... but who lacks the fine-tuned expertise in the act of paying off hitmen, let alone to kill a well-guarded man, so it became a botch job.
