Basically, what happened was this.
When Gjoni came forward about his abuse and Zoe's raping him (by
her own definition), Quinn responded with a restraining order. Normally, restraining orders don't equate gag orders, but Zoe managed to argue that he posed a threat to her via "harassment" (using the most sociopathic definitions possible), and an overly permissive judge that refused to even hear evidence from Gjoni (to the point where Gjoni's lawyers offered to appeal
pro bono) granted her request.
Long and short, Gjoni fought this, and got some high-powered legal muscle on his side. Quinn was trying to silence him openly, and at this point it was very clear that she perjured herself to do so. She tried to vacate the order (I.E. get it removed), so she could do an end-run around the law and avoid legal repercussions from her short-sighted decision to shut Gjoni up. Gjoni refused, pushing his case so that restraining orders like the one Quinn used could no longer be used as a de facto gag order against people.
