This all is good analysis, and is much the same conclusion I have come to and is part of the aforementioned inference. If the Democrats had the political capital, and actual capital, they would normally rely upon in any normal series of events they -would- have a way out. Multiple, in fact.

British coal was in a geologically shitty place to mine that caused the labor price to inflate, it cost more to mine it than it did to sell it. It basically was a huge welfare sponge that bled everything else dry. Thatcher had to pick up the can that had been kicked down the road since the 50’s.
