It's only illegal if he pays them for it (even if for some reason it's legal to pay for it with 17-year-olds there).

On the other hand if he bangs a 15 year old legally anywhere, it's still illegal if he traveled for that purpose. (There is a tiny defense if he can somehow show that it was never the plan, and that he traveled entirely for other reasons. For instance if he went and lived in the country for a year before it happened he could argue that there's no way he could have anticipated that as the purpose of his travel.)

Most probation agreements include not getting in trouble in other jurisdictions, though it could be argued as not a violation if it was something that would not be illegal in the jurisdiction the probation is in.
