In practice, there are almost no Mann Act prosecutions for non-runaway/kidnapped 16-17 year olds except in extremely creepy/weird cases where there are other circumstances that draw attention to it from the public. Young people want to fuck and if they prosecuted everyone they wouldn't have time to prosecute anything else.

I always wondered why there was a huge thing about "The DMV" being a bureaucratic hellscape because it wasn't too bad any of the places I lived.

Then I moved to California. Then I knew. That's what it's like there, so all the Hollywood writers just put it in everything.

It's not even all of California. American globohomo culture comes basically from LA (via movies/tv shows) and the SF bay area (via tech companies). If you travel outside of those areas, it's a very different place, and even some DMV offices can be pleasant.

(Of course the real secret is to have AAA membership, where they basically operate shadow broker DMV offices that don't suck.)

EDIT: Figured I should clarify about globohomo. Metokur doesn't seem to care as much about drama now unless the person targets him.
