except if he buys it, it's still a debt, and if he doesn't pay some or all of the 24k+, it becomes taxable income for the year it was written off. and the IRS doesn't screw around with that. If he fails to claim it on his taxes they will assess him the amount owed plus penalties for substantial understatement of income. If he fails to send the 1099-C, then he's committed fraud and he's also screwed.
