The short version is that A: jews have kept it vague as to what "Judaism" actually is because it's convenient to be able to cry racism if someone criticises Judaism and you can't really do that if it's just a religion apart from an ethnicity and B: jews themselves can't decide what Judaism means. So you get the "schrodinger's whites" with jews where they're either white or a minority depending on what's momentarily advantageous.

Look, once upon a time ethnicity* WAS tied to religion. If you believed something - then you belonged to the tribe that believed it. Things have changed over the centuries as so many religion are now heavily conversion ones with more relaxed rituals and rules for joining together, it has muddied the waters. Judiasm being as old as it is is basically a kind of legacy faith which still has this ethnicity component to it. It certainly helps that one of the rituals to join up with it is circumcisions which kind of limits its popularity for conversion.
