That is operating under the assumption that there will be "enemy territory" to begin with. While it is certainly a real possibility I don't see it as the likeliest possibility.
I am gonna bet that Gates and that Manhattan investment banker both don't envision a future where there are areas of enemy territory within the USA where you cannot transport corn through.

Conversely, while the farms/heartland can be 'cut off' from the modern chemicals and conveniences they use to farm at the current productivity, these things are needed to feed the cities only, if cut off the farming territories can pretty easily provide for themselves. (It might be a bit of a pain and boring, but they'll fare better than the bug people.)
All these rich people are so used to dealing with make believe money and systems that they have no idea how physical reality functions.
