Can Chris ride a bicycle? Borb bought him one once, but I don't recall ever reading of him riding it. The most I recall is him making excuses for not riding it. His homebody lifestyle tends to argue that he can't.

That's a good point, in Virginia you don't need a motorcycle license to ride a moped.
It depends on the engine size. In most states the limit is 50cc, 1500 watts, and 35 miles per hour maximum. That's why you see so many mopeds with 49.99cc engines.
Some states lump in under 50cc scooters (as in vespa, not razor) along with mopeds in their licensing requirements. I don't know if Virginia is one of them, but Chris seems more like a vespa rider than a moped rider - pedaling just doesn't seem his thing.
One advantage of Chris riding a moped or scooter or even a real motorcycle is he'd be less likely to kill someone else with it (and more likely to kill himself). Still I think Chris is too cowardly to ride, even if he is capable of it. He also would not be willing to expose himself to the weather.
It's more or less impossible to get around without taking highways in a lot of places in the US.
It's possible, but you spend a lot of time wandering backroads. Chris would become lost very quickly.

It's a documented trauma response called "freeze" and has nothing to do with whether the individual could beat the offender up because all logic is out the window.
I could see that if the assailant were anyone other than Chris, where the situation suddenly veers way off from expectations, but with Chris himself, unpleasantness of some sort is always expected. Most people dealing with Chris start out wanting him to go away, and on some level this includes the desire to beat his ass until he leaves. Chris attempting an assault would only provide them the excuse to act on those impulses.
Again, cars are not a hot commodity in the states.

Chris does not have good judgement and could end up getting one through one of the sketchier options.
Can you really see Chris hot-wiring a car? He doesn't even know how to plug in a coffee maker properly without burning down the whole house.
Whoever put him up to it knew how he could be styled decently, but inside Chris is still very much Chris.
The point isn't who Chris is, but that he knows who he should be. You can't make the excuse for him that he doesn't know how to be an adult, because he does. He's just too lazy to actually be an adult, and that's entirely his own fault.
