They simply do not have the men to respond to more protests. This is why truckers popped up first at Windsor and now at Emerson and the police aren't forcing them out.

That was a false rumor. The point though is that while there may be a lot of cops, they can only bring a minority of those cops to bear on the truckers, since they still have to deal with crime and generally uphold law and order. And they can't substitute soldiers for the police because the military refuses to let themselves get tangled up in this.
