Does this American journalist trust the CDC that says one should quarantine for five days if one tests positive?
If they trust the CDC, then can they explain why the quarantine period for a negative test is 14 days to cross the border if one is not vaccinated?
If they try ask if a nation can set border policy ask them for their position the border wall that many on their side claims not to work?
Regarding locking down a city, ask them how much of Ottawa is locked down. What percentage to the city proper?
