It looks like pets could be taken by the human society, meaning you have no say in your pets wellbeing anymore. If you look into the humane societies policies it says they may euthanize pets that are not "adoptable" and they use open ended language to explain cases where they do this. The people who scream fake news would never consider that this could be applied maliciously to an animal if money went into the right pocket. It's technically a possibility that they could euthanize your animal.
They link directly to the humane societies website btw, it's literally anything but fake news. But it doesn't matter because in their heads they will go "oh, they would never do that!" and if they do it, doesn't matter, it wasn't their dog, what's on netflix this week?
The type of language used hints that they could do it. While they might never do it, it would be a good way to turn up the heat on the protestors, because now any pet owners in the protest might think the govt will do just that, put down old Sparky, and they in turn might get violent if they think this is the last time they'll see their dog. Then the media will scream "SEE THEY ARE VIOLENT," meanwhile they are getting threatened with kids/pets getting taken away.
