Well, to start, the reason why I said neon green masks make the guys stick out like sore thumbs is because everybody else in the police crowd is wearing black masks paired with black clothes. Ideally, if you want to conceal your identity, you should be wearing clothes that don't look much different from the people around you. If you wanted to rob a bank for instance; then a stylized clown mask is as much of a unique identifier as a human face (perhaps even more so), so a generic, black ski mask is better.
I don't deny that light clothes can reflect sunlight (after all, that's why Arabic people wear white in the desert), but it's so late in the day in those videos so the purpose of the masks is nullified.
