That's not quite true. The only soldiers currently deployed at the Donbas are volunteers. Conscripts were removed a long while ago while Azov and Donbas battalions and other militias were legitimized and integrated into the National Guard. They still exist and are deployed in the region.there are no militias or volunteers anymore there, all troops are regular.
In the past years, Minsk agreement limited calibers and setup of arms around the demarcation line, no artillery over 120mm, no combat aviation. With Minsk agreement dead ... all is back on the table.
The Minsk treaty, on the other hand, was never really followed. Here you can see the "prosecutor general" of Lugansk happily firing a 122mm D30 howitzer at Ukrainian positions just a couple of days ago. The guns are there and have always been there.
