To be fair, I think a lot of people figured it was something along those lines motivating him.It has been stated by people on the far-right that Aleksandr Solzhenitsyn was a friend of Putin's when he was alive, and Putin's likely influenced by him, who states a Russian Empire needs to be rebuilt from Ukraine/East Ukraine, Belarus and Northern Kazakhstan. A speaker on Richard Spencer's twitter space said something along the lines that Putin is getting older, and is likely going to invade these countries to leave a legacy. This was just the other day.
Now Western Media is crying about a forced reform of the USSR, but it's likely that Putin wants to create a Pan-Russian state with the diasporas, and not push into former Eastern Bloc countries.

Minor technichality, but the one in the car is a cruise missile, and I'm betting the impact is as well. The Russians use rocket artillery, but it doesn't have the accuracy to be firing off as singles. Pretty much any explosions in areas not near the border can probably be chalked up to these, going after military bases, airfields, communication sites, power plants, or anything else that can hinder Ukraine's ability to mount an effective defense.
