Isn't this tantamount to saying that any country should have a right to launch a war of conquest anytime they feel like it? If the attacked country loses, it means their claim to independence wasn't valid anyway.

It's just acknowledging that there's no higher authority drawing the jurisdiction of a particular organization asserting itself as a government on a heavenly parchment of gold, with ink made of angel tears. It doesn't matter if it's "right" that you lost a war; if a government can't win a war against somebody who's decided it doesn't need to be around any more, its's just not going to be around any more.
