The Russians use a few varieties of these truck-mounted missile systems, and I can't get a solid ID on which one these are. Looks to be a battery of 3-4 launchers, and I'd suspect that this is the same unit in both videos, but don't take that as certain. All Russian mobile missile systems currently in service are capable of both conventional and nuclear attack, but lack the range to qualify as ICBMs. Most likely these are headed down to the Ukranian front to join in the cruise missile campaign.

yeah this is the USAs biggest issue; Biden purposely antagonised Putin and Putin called his bluff. This is some brain dead shit. There was 0 chance of Ukraine joining NATO in the short or medium term. You have to have all settled borders and no disputes to join. The Crimea and other issues would have to be settled and that wasn't happening anytime soon. I can't believe how many people have globbed onto something that was obviously just Russia throwing out justifications when they were trying to figure out an excuse to turn Ukraine into a vassal.

The NATO thing was not something Russia should not have taken lightly. After all, if Canada or Mexico accepted missiles aimed at American cities we'd cry foul and yet we expect Russia to take it.
