There has to be some limit of supplying arms, that you considered are a war participant.
Of course selling weapons to a belligerent makes you a belligerent (even if you're selling to everyone, not just one side) because you're literally helping them out (even though they're paying you to do it). It's just that it's so profitable everybody collectively decided it was "okay" for contrived reasons so the money could keep flowing despite it being profit generated by helping prolong a war.
I'm perpetually amused at the entire concept of the Geneva Convention and the so-called "rules of war" anyway, especially when those same rules explicitly carve out exceptions like "oh it's totes not a war crime to sell shit tons of fresh weapons, ammo and equipment to an embattled belligerent even if they're being complete cunts and getting their asses handed to them and this resupply you're selling them will tip the scales and help them win so they can commit a shit ton of war crimes against their defeated enemies, lol."
Like nigga the whole fucking
point of war is to do viciously unpleasant things to the enemy until they are destroyed or forced to surrender to avoid any more vicious unpleasantness.

I know the on-paper reasons for this -- minimize civilian casualties, allow humanitarian aid to reach non-belligerents stuck in the warzone(s), prevent "salt the earth" tactics (like biological and chemical weapons) from creating literally uninhabitable swaths of land or dooming all of humanity to a painful death by an infectious agent -- but all of this shit immediately flies out the window when countries
with god damn nuclear weapons ready to fire get sick of this shit and/or sense their imminent defeat and decide "ah fuck it, push the button, Steve."
Those "rules" are only as effective as your ability to enforce them, and good fucking luck enforcing that shit against a country that's poised to start chucking nukes at everybody because they're feeling cornered.
