You are mixing up Soviet Union and Russia, WWII wasn't all Russians fighting and Russians isn't an ethnicity. You could be slinty eyed Yakut or Buryat and still be Russian.

Before Peter I, "russia" was called Kingdom of Muscovia and when Ukraine was a nation Moscow as a settlement did not even exist.

1) as with every slavic country, Russian IS ethnic and national designation. There can be a Russian with a Russian passport or a Mongol with a Russian passport.

2) Russian as a name for the nation is simply word Rus that changed due to changes in language and accent. Russian to Rus languages is what American is to English. And before Peter I Russia was called anything from Moscowian Rus to almost-Poland-sorry we-failed-should-have-waited-for-Spring depending on a title of the current ruler.

3) Ukrainians didn't exist as a nation until partitions of Poland- Lithuania Commonwealth when Austria and Russia needed a title to the land and they used a word for the land used by mistake by some western cartographers that means... border. Ukraine literally means border or borderland, cut-off place, the place where Commonwealth ended and Russia began. This is why other slavic people are so suprised that Ukrainians did manage to forge a national identity so strongly and so quickly.

4) This brings us to the point, where Ukrainians are de facto ethnically Rus (Kiyevan, Red, Zaporozan). As are BelaRUSian (White Rus) and RUSsian. They speak eastern slavic Rus languages, they look all the same, their cultures intermingle. And this is why non Slavs have so much trouble to distinguish them. Because the true division for them has only happened in what? The last 200 hundred years?

5) And this brings us to the point that Putin has another layer to all this madness- he wants Kiev because it is the equivalent of Jerusalem or Mecca to Orthodox. It's the crib of all Rus culture. He is playing it up and had been for some time as a cultural and national issue and there was quite a stir when recently Ukrainian Orthodox church went solo from Russian. Cultural unification is one of his goals. He does play up to old glory of CCCP and Tsarat, but it's about birthplace of everything that's Rus. Is this the only reason he attacked? Nope. But this is the reason he uses for propaganda points of saving his people from Western baddies.

6) I don't know if it was mentioned or not, but the date he chose 24th Feb, is the date when Yanukovych flew out of Ukraine after Maidan. So either he is letting everybody know his motives or is a retard who watched too much Death Note and thinks he's L. Take it as you will.

If Ukraine wants to get this war over with and get out in decent shape, they need to come on strong. Call the nuclear bluff straight out, point out that they're only at the table because they've run out of options for their pretty war, and give them the option of going home with a token victory to wave around how they saved the separatists from muh ebil nazis, or getting dragged into a giant fucking meatgrinder that will make the entire continent, including the Russian populace, fucking hate them for decades.
