Technically we did invade Syria. There are still maybe a 1,000 US soldiers deployed inside Syria today.

Libya is more complicated. We organized a "no-fly" zone which turned into both a naval blockade and a "no drive" zone over large parts of the country.
Then we sent in drones to specifically assassinate the leader of Libya in a military operation. But technically there was never quite a ground war.

But there is still a chance. In 2021, the US congress passed the "“Libya Stabilisation Act” which was intended to establish a legal framework for
a new intervention by the US into Libya to bring "peace" and "stability". Biden has been distracted with other things since it passed, but I'm sure
they will come back to it..

The casus belli for most US engagements was better than that of the Russian Federation invading Ukraine. Granted, it wasn't significantly better but it still is better.

Additionally, most of Europe and the EU countries have come to rely on the US as the enforcement of it's will that would not fly if done by their respective armed forces. As such, no nation wants censure as it would affect them.

Of course, we also contribute about 40% to the economic engine of the world.
