They almost certainly don't work, Wisconsin doesn't have a "felony telephone harassment" statue. It does have a law against phone harassment, but it's a misdemeanor and it only applies to phone calls and not texts. I don't think there's an applicable federal law either.
Given Pat's previous adventures into the legal world (and the results of said adventures), he also no doubt is not aware of that an is just making stupid threats.

He thinks they're true, even though they obviously don't work, because as both a soyboy and a narcissist through and through he thinks that hurting his feelings is illegal. It's not of course. In fact, by repeating that felony stalking line ad nauseam, he's throwing away any chance of getting an actual harassment charge against the pest that keeps texting him, because he won't ever shut up. If you are being genuinely harassed by someone, you don't actually want to respond to them, because then you're just having a consensual conversation, albeit an acrimonious and monotonous one. And the cops aren't there to help you win your verbal battles for you like some kind of narcissistic mother from Hell who you've run squealing to as a fat little oinking piglet.
