Firstly there was no immediate threat of Ukraine joining NATO. Nato have been fairly consistent in that no nation with territorial claims and/or already involved in an armed conflict can join.
Secondly Ukraine was and still is politically unstable. The only thing uniting them is Russian aggression.
Ukraine has a sizeable reactionary political wing and actual national socialists in Parliament. And yet the majority voted for a liberal jew. These factions were assured to come into conflict sooner or later. The ukrainian parliament has already had one representative jailed for plotting a violent coup.
Without Russian aggression Ukraine increasingly risked internal violence. And it should have been then, not now, where Russia should have elected to act.
