The whole "shelling civilians" thing is obviously used by both sides as propaganda.
Putin justifies his entire geopolitical project to the Russian people by claiming the ukrop-nazi's shell Donbass kindergartens and Nato basically gets the entire population to carry Ukrainian flairs on social media and support military aid by referencing evil Putin-missiles hitting apartment buildings.


Both sides are hiding/partly forced to place military equipment in cities and both sides don't have enough precision guided ammunition to always hit only people in green uniforms.
