so they could prevent that the tragedy of 1986 would not be repeated.

Yes. They got fucked bad in the Solviet Afghan war as they thought it would be a non issue for a Euro conflict where the BMP was never expected to be ambushed from the rear. It's not a heavily armored vehicle either. I think 12.7mm can punch it, maybe even 7.62x54 AP.
