If they'd had all their new equipment, and already had their reservists called up. Yes they realized back in 2014 that their existing weapon stockpiles from the Soviet era were unmaintained and worthless, and they've been working on fixing that since then. That doesn't mean that they've finished updating their military. Last I heard they'd ordered drone from Turkey before this started, but had only gotten some of them. I doubt their supplies of other new equipment were fully adequate either given one of the first things they were screaming for was more weapons. And reservists being available isn't the same thing as reservists already called back into service, organized in to units, and equipped. This could have been a lot nastier for Russia in just another year or two, or if Zelensky had been a bit more proactive at readying everything for the invasion.Partially prepared? Ukraine had 200.000 mobilized professional soldiers at the start of the war, has been receiving western weapons for eight years, and has a much larger force of reservists, paramilitaries, and militias. What would a fully prepared Ukraine look like? Ten million soldiers at arms?
