The Budapest Memorandum was an agreement (generally not considered a treaty) between the US, UK and Russia regarding nukes that formerly belonged to the USSR and remained in Ukraine, Belarus and Kazakhstan. Ukraine was less eager to give them up compered to the other two but it became clear after a few years that even if they could get past the relatively easy problem of making firing mechanisms that didn't require Russian codes to use they would never be able to maintain the weapons anyway. So they relented and agreed to decommissioned the weapons on our dime and give the warheads to Russia in exchange for non weapons grade uranium to sustain Ukraine's nuclear energy sector.

There is nothing in the agreement about the three signatories being obligated to defend those three nations, only that they would invoke the UNSC (all being permanent security council members) to push for "assistance" if they're threatened militarily, and even that has an asterisks on it that stipulates it has to be a nuclear threat. That and the promise for the three signatories themselves to not threaten them militarily and respect their existing borders, which is why anytime this "fun fact" is brought up in international discourse its almost always to point out that Russian's have been wiping their ass with the agreement for years.

But beyond that I have no idea how the same people who believe Ukraine cozying up to NATO is a legitimate casus belli can simultaneously believe that Russia signed a document that obligated the US and UK to defend Ukraine in what they imagine are similar terms, it's retarded.

The Baltic states aren’t considered a core Russian national security interest like Ukraine is because they’re not a potential economic rival, their border is fairly small, and their historical ties to Russia aren’t anywhere near as deep as Ukraine’s are. They’re also already a lost cause that can’t be retaken without igniting a nuclear war.

NATO isn’t conquering Russia, it’s isolating it in Europe by flipping its historical proxies and allies’ allegiances. If you don’t see why that’s a problem for Russia, I don’t know what to tell you.
