I doubt anyone is looking to deliberately cause more issues with that place by cutting the power. It might be in Ukraine but setting all that shit going again will be as much Belarus and Russia's problem as it would Ukraine. Much more likely is this is a war and infrastructure gets damaged in war. Something has probably been hit in some firefight or indirect fire that has cut the power.
