It turns out, revolutions and regime changes aren't exactly spontaneous. It takes years of work, by a lot of people, working in a very systematic way to create the "underground" conditions to set up a revolt.

Add to the previous requirement of having to have many years of mismanagement by the government bad and novel enough to create resentment in enough of the population to have the fuel for the revolutionary fire.

*Then*, and most importantly, you have to have the governing regime so fundamentally mismanage the response to the above two conditions that a revolution can succeed.

Without those three conditions being met. Most revolts/revolutions wouldn't start, let alone succeed.

BSL-4 labs cost more to make and maintain than BSL-3 labs, and the Ukraine is corrupt to the point of parody. I can see some slavic pig requesting the funds to make a BSL-4 then only making a BSL-3 and pocketing the rest. You'd actually be surprised to know that standard Influenza strains are actually BSL-2! Though granted you still generally use a cabinet for them (they aerosolise very easily), so it's more like 2+/usual "Higher Pathogen" rooms that aren't dedicated BSL-3s.
It's the ones designated as HPAI (highly pathogenic avian influenza viruses) that get BSL-3 designation, so think H5N1 as an example, basically all the seriously dangerous ones get that designation.

Regulations for designations are under the assumption of "people aren't doing retarded things and making this more dangerous than it already is", since gain-of-function is so heavily regulated in the western world (conducting it without government approval is generally a quick way to get your lab raided by federal agents).

I've been reading this thread and came to a stupid conclusion/theory: What if Putin's main goal for the war wasn't Ukraine but instead making all these companies leave Russia, claim their factories and then create their own national brands? All while Vlad tells the Russians how "the evil western companies abandoned Russia to side with the Ukes, so we now need to buy our own products to support the Motherland".

Sure, the products quality might be as shit as China's but at least they won't have to rely on foreign companies that much.

Lol no. If Putin actually wanted this, he could've achieved this cheaper by (1) not being a corrupt fuck and (2) peacefully kicking companies out of Russia and/or not letting them in. Instead, he did the opposite. As just one example, the asymmetrical hotel I posted about was knocked down and rebuilt to gift it to Four Seasons. Microsoft is so embedded in Russia because after achieving market penetration with piracy and unserviceable oem installations they had Putin assrape everyone for a decade enforcing their copyright. Food producers demanded exclusivity agreements from stores and diners. Laws were deliberately written in a way to prevent Russian products from meeting govt contract requirements, even (especially) in defense (police, border guard, etc).
