This is just one city in the US with this level of blight and loss of control, I'm sure I could go to LA, Chicago, St Louis, Detriot, any major city. The south Bronx was infamous for its total lawlessness in the 70s and 80s and when a region gets that way for a long period of time they do not take kindly to some asshole in a suit trying to brute force them into doing what they do not like. I think Putin managed to time his invasion of Ukraine quite well, the US is in rapid decay and I think would almost certainly have been more capable of dealing with the invasion between 2015-2019.
