Strong interests are not enough. If other countries don't get anything of value out of repelling Russia, they won't intervene. Ukraine's existence as a sovereign nation benefits Ukraine above any other political entity. Sanctioning Russia alone has cost everyone else more than they were willing to give for nothing at all. In fact, doing that may have fucked things up for everyone on a level we're not prepared for and haven't seen yet. Imagine the cost of intervening directly.
