He is viscerally hated by the people, all that strongman talk is just a facade, otherwise the pictures of him walking around with an AR and a bulletproof vest during the protests wouldn't have happened, he knows that nobody outside his state apparatus likes him. He is ironically doing the smart thing for once and stalling it as much as he is able to, his guys would make the russians look like prime examples of morale as they have even less reasons to be there than the russians do!

I think the strategy here is focused on Bosnia more rather than on Kosovo, at least for now. Republika Srprsa (Ethnic Serb faction of Bosnia) is the one to watch now.
