That seems to explicitly exclude the thousands of (what i would assume to be short-range air defense) stingers that are keeping the russian airforce at bay.
They probably mean the S300 and Tunguska and similar (non-handheld) anti-air systems that can fire at longer ranges because they contain giant radars.
Also, "82% of losses" does not mean "100% of losses".

So its most likely the real number is around 40-60%, but those are all concentrated to the west and around Kyiv
