Old school RPG's, AK's, ammo, and other russian shit is all over the world. At some point some slav somewhere sold that stuff out the back door. Heck that seems to be one of Russia's biggest problems even now.
You can't flood a shithole like Ukraine with 10,000 of these really expensive things not expect slavs to do what comes natural to them. Especially since a big chunk of Ukraines fighting force are conscripts to poor or dumb to figure out how to escape to the EU.

It's also kind of difficult to take out a passenger jet with something as small as a Stinger. They're made to take out an Mi-24 or MiG-27, not a Tu-95 or airliner. Back in 2003 Baghdad, a DHL Airbus was hit by a strela. The pilots managed to land with differential thrust. The stinger missile is five feet long.
