I think you may be being a bit optimistic there. I'm not convinced that there can be any sort of functioning modern state in that shithole until they get rid of the tribal mentality, and that takes generations.The Democratic Republic of Afghanistan survived Soviet withdrawal with just some Soviet aid and after the Soviet aid lasted lasted for rather longer than the US replacement did without US troops (that's a bit pointless comparison, for that was barely weeks, while the old Soviet supported state clung on for a year when aid had ceased, and a good years after withdrawal). These Russian troops don't seem to remotely compare to the Afghansty. The initial Soviet clockwork intervention was a model that Putin can only dream about emulating. Najibullah had managed to work out a quite effective modus operandi and were it not for Boris Yeltsin cutting off aid, we wouldn't be talking failure, but a state aspiring to civilization surviving in the midst of barbarism.
