It's not a managerial thing. How could Shinove and INNK possibly keep up with post-2020 Hololive? No amount of Marketing Theory or pie charts can really predict or account for any of that.

But when the three are very explicitly regarded as three separate productions, it is only natural that the budget is divided relative to the size of the department. Hololive is huge by comparison, so they get the lion's share of the budget spent on new members, expensive riggers and artists, advertisements, collaborations etc. Which, in turn, widens the gap between them and the others even further.

INNK will effectively merge with Hololive next month with the induction of AZKi, but you can't do that with the boys. HolostarsJP can only sit and wait for the inevitable moment that StarsEN completely cucks them in every conceivable department, and pray that some of their fans might give them a kiss on the cheek on their way out the hotel room.
Looks like Uproar is Yagoo last ditch attempt to make JP male Vtuber to gain ground but he forget that speaking moonrunes is already a major handicap. Unless Hololive middle managers did not take cue from the current world event and release StarsEN immediately when the world largest fujos market undergone covid lockdown they won’t get bread crumbs out of their Stars. Ironically, China might hates Holo but their female Fujos can just VPN, not to mention how their social credit system treat female better than male and the “only child” generation females is still single and filthy rich with a lot of money to throw around.

How does StarsEN undercut all their work? Did Myth undercut all of JP by zooming past literally everyone. Gura did what JP couldn't in 40 days. The western audience is just that powerful. Ollie gets constant hate from Indonesia fans because she is too western and it's for that same reason she reached 1 mil before anyone else and by a considerable margin in her Gen. They've had multiple gens to figure out what works for stars and again they fumbled the bag. They fumbled extra hard for reasons you already mentioned but my guess is they were trying to piggyback off IN. If management doesn't make any serious attempts for StarsJP to dip into that holo western audience you can't blame StarsEN when they do.

I don't like Yugo, but genuinely think they'd have had a better reception if they debut as a female avatar considering the misc talent on display away from streaming. Especially when the newest EN wave was promoted as an English speaking male unit, they (Yugo) got handed a raw deal the second they debut before the Asian fans.

No, I think a bilingual is exactly what HoloStars needed and not getting one was a miss. If you don't speak JP and want to support Stars, who are you going to start with or gravitate to if you can't understand any of them? Clippers and chat translators can only do so much and people generally want someone they can listen to in the background anyway. This is pretty much what Coco did for HoloJP, and if you look at the sub chart, Holo hit its peak growth period right after the Gen 4 debut.

If Stars really want an EN audience they just need someone who can speak EN and JP fluently, decently entertaining enough to attract a Western audience (hell, even just the Holo EOP audience), and is willing to do tons of collabs with the others. I don't think we can keep blaming lack of exposure and neglect from management as a reason for why they haven't blown up since the main branch didn't blow up because of events and concerts anyway. I highly doubt a spot at HoloFes would've done much for their numbers other than a temporary bump.
Their core demographic are Japanese people because they're a Japanese branch. Unless you want to go the route of suggesting that Cover are relying on their EN audience to buoy THREE of their four branches, a bilingual member should not be their master plan to grow HolostarsJP.

They will exist by virtue of people wanting western male V-Tubers but either being brand loyal to Hololive or simply not being aware alternatives exist. NijiEN will be a bigger factor in the existence of StarsEN than their own senpai.

StarsJP have absolutely nothing in the way of eyes or momentum to pass down onto them. They get 3K subs a month and like 1 concert in 3 years. EN can't even say 'We are only here because of the hard work of our senpais' because it's just not true. So yes, it does undercut their hard work, because they cannot claim this as their win. They literally have to sit and hope that StarsEN is successful enough to help them out too.

There’s quite a lot of Japanese American live in Hawaii (IRyS being one and she’s bilingual) so getting them for StarsEN will hopefully torpedoes StarsJP. Wishful thinking but I think if Yagoo somehow can get Ryan Higa gangs to pioneer his pet project Holostars that would be epic. Seeing Ryan Higa content get stale lately so I can see him might seriously think about starting Vchuuba.

They'll say it because it's a platitude and it costs nothing to say. Nijisanji EN (in its current form, not rebranded IN) probably wouldn't exist without Hololive EN but that doesn't stop NijiENs from praising their JP, ID, and KR senpai, even ones who very little international presence, and saying that they wouldn't be there if it weren't for all of their senpai. The vast majority of vtuber fans like it when vtubers are nice to other vtubers, especially ones from their own agency, and aren't gonna rake them over the coals for saying a semi-true nicety.

How they all feel behind the scenes is another thing. I wouldn't be surprised if there is some jealousy on the part of Niji ID and KR when they see EN having a lot more support from the get-go and being much more successful. Maybe Holostars JP members will feel the same if Holostars EN becomes really big. But this is all speculation.

Is it though? If the Boys gave up, or if they didn't work hard enough for COVER to keep them and they were released, there would indeed be no HoloStarsEN, which still doesn't exist by the way until a debut announcement drops. Theoritical discussions are nice, but nothing has happened yet. As I have learned from watching HoloStars, we shall wait and see.
