Even assuming Ukraine still had them in working order and had managed to get them onto a better delivery system than the decaying soviet IRBMs & MRBMs (ICBM?); I really only think nukes would come onto the table if it looked like were Russia were absolutely steamrolling Ukraine with undeniable proof that every ethnic Ukie is about to get genocided (which they aren't) or if Russia were using nukes of its own (which it isn't).

Nukes are an exceptionally niche, last-resort weapon that's only useful in a handful of scenarios.
In a conventional war they really have no purpose other than keeping it conventional.
