It's a generational thing, I think. And the fact that old people stopped giving a fuck a long, long time ago.
You'll see some nudity in a locker room but the only times you see it where it's really "out there" is old people. I would think old women are a little different but idk.
Some old men, however, will walk around completely nude in the locker room with everything hanging out, and stand around nonchalantly, having conversations with each other. It's the funniest thing.
Again, they're from a different time. In the United States, back in their day, gym classes in high schools (for guys anyway) would go swimming in the nude. This was due to bathing suits back then being made of regular cloth the same as your normal clothes and the threads in them that got loose while swimming would clog up the pool's filtration system.
Think back like 1940's-1960's, some places maybe into the 1970's. So yeah, nudity is no big deal to them in that type of environment.
The answer is that nobody is fucking them. Besides other trannies, of course.

If you’ve ever been to a Korean spa (and if you haven’t I highly recommend it) they make you shower before anything else. The showers are out in the open, and the locker rooms are filled with old naked Korean ladies who don’t give a fuck. It took me some time to get used to but I learned to embrace it.

IDK about this app but you reminded me of something: back before Reddit became the hardcore cancerous tranny hub we know it to be today, I used to follow several women's fitness and strength training subreddits including a couple of fitness/strength subs that were targeted at lesbians.
I can't remember the name of the one subreddit I'm thinking of but it was something like "lesbians who lift" or something like that. I'd followed it for a while because it was interesting to see the variation in natty women's development and there was genuinely a lot of useful, informative discussion in the comments for women who were into fitness and strength training. It was still a lesbian subreddit, though, so it's not surprising that there was a little bit of a flirtatious, playful vibe among the lesbians who commented there but it was all very tame and PG and a lot of the comments were encouraging and admiring in a friendly, platonic way. It was a photo heavy subreddit but those photos were also very tame and PG and any partial nudity clearly had a purpose beyond cheap titillation.
Then the transbians arrived. The tone of the sub shifted immediately and radically. All of a sudden there were naked bolt-on and tuber tits and just a lot of crude, tasteless, highly sexual nudity everywhere. None of the nudity was aimed at showing off muscular development; the nude photos were all meant to be seductive and highly sexual. It went from the most risque thing on the subreddit being lesbians pulling back double bicep poses with their naked torso discreetly turned back-to-the-camera to transbians in winsome, reclining or bent over poses with their bolt-ons hanging out and their hands barely covering their frankenvages or dicks, pulling vacant "fuck me" sex doll faces.
Soon after, a lot of the most useful, informative posters stopped posting and a lot of the posters who were left just went into full "uwu so beautiful and valid!" mode and discussions devolved into a lot of shit about polyamory and public sex and how the transbians wanted to get spanked on the weekend and things like that.
It's too bad too because for a sub devoted to a niche population it was actually pretty decent and on-point and had good general information and discussion most of the time. But then the transbian coomers showed up.
