Nearly all their modern military shit relies on western processors or electronics. PGMs, modern fire control systems, things to that effect. Unless the Chinks are willing to export a lot of their processors (which will of course come at a massive price markup since no other country that makes them to the spec they need will be willing to give them theirs, so it's either Chink Processors or massively outdated ones) they're shit out of luck.

Aren't American electronics largely outsourced to Taiwan, among other places?

They are, but there's also 7 fabs in US soil, three in Germany and one in Israel.
Taiwan has several TSMC fabs which makes it extremely important for high performance devices and high production volume, but military electronics can be produced at a lower rate with lower performance. It's pretty typical for military equipment to run hardware that's 10 years behind current year chips.

You had plenty of small companies that did shit like electrical work on FOBs in Afghanistan, and they were by no means rich or had extremely modern equipment.
