While I get your sentiment, this is actually the case for certain industries, including my own. Billable hours include the time spent at the airport, riding the plane, and travel to/from the airport to living accommodations. This is done to make travel more attractive to the employees assigned to do it, since business travel is a hassle for normies. Plumbers don't directly charge customers for time spent in traffic but that expense is passed indirectly to the customers since plumbers and other tradesmen are still on the clock while waiting in traffic.
My theory on why Jim is constantly able to find opportunities to kvetch about muh capitalism for game devs is probably because it's a high supply, low demand industry. Lots of people are lining up to get a shot at their "dream job" of being a game dev. This is probably why they tolerate crunch, overtime, and self-funded travel more than other industries.
