lol you think the "writers" of STD have seen much less heard of Farscape? These people have never watched any sci-fi and their script writing is nothing more than cleaning up GPT3 generated scripts.

I know Rich likes Farscape, he talks about it often.
He had to learn to restrain himself around humans due to his great strength. Remember, this is a guy who as a child accidentally killed another kid when they collided during a soccer game. It taught him that humans are very fragile, so he took great pains to learn to be more gentle. This also included his tone, as humans generally don't run around yelling at each other. Much of his behavior is meant to emulate the humans around him.
I believe it's explained that since he grew up around humans, he had to learn to control himself, given his greater physical ability.
He also tries to emulate the way in which he believes Klingon behave. For him, Klingons are the epitome of the stoic, emotionless warrior who looks for honor and glory and sees discipline as their only way of living. Like Guinan had to tell him, it's true that Klingons appreciate honor, but they also laugh and have fun. He later found out that they can be very corrupt and all the "honor" chitchat is just pretty words.
Shit, that's why one of my favorite scenes in DS9 was when Quark calls out their sense of honor as a fucking lie.
I've had trouble attending some trek fan club meetings because they want to gush and praise the new shows so much.
The only way Picard could possibly redeem itself is by ending with a montage of TNG thots in different sex positions.
