If that's not the case, I know that sometimes you can get sent to court for speeding even for low speeds if there were some location-specific things at play, as someone mentioned above concerning school zones and etc., though I am not familiar with how Michigan law works or whether or not there would be something written in this list of events that would signify something of that nature.
If it IS the case, that would explain why he has to appear in court.
