Pretty much. Not only do supply lines and such need to be built (often in difficult terrain, dangerous political regions, etc.), but they also need to be maintained, so there's a high ongoing cost and the people being served are typically destitute.

If these were easy or cheap problems, they'd have been solved long ago. World hunger is not the result of evil people twirling their mustaches at the thought of needless human suffering.
