Saeima Defence, Home Affairs, and corruption prevention commission on Tuesday, 5. in April, conceptually supported the amendments prepared by the minister of Justice, Janis Bordans (Conservatives), to the Citizenship Law, which provides a legal basis for depriving persons supporting war crimes of Latvian citizenship. At the same time deputies agreed on Wednesday, 6. in April, continue discussions on how to make changes to the law legally correct.
Amendments to the law are justified by the 24th of this year. in February, Russia started unprovoked hostilities on the territory of Ukraine.
The grounds for deprivation of citizenship are currently laid down in Section 24 of the Citizenship Act. the first part of the article, which lists four grounds for the deprivation of Latvian citizenship. All these grounds for deprivation of citizenship are related to violations committed by a citizen of Latvia in relation to the state of Latvia and thereby undermine the principle of mutual loyalty between the state of Latvia and that citizen.
At the same time, the law does not currently provide for the deprivation of Latvian citizenship in cases related to violations of generally accepted international law against another Democratic state, which at the same time would pose an indirect threat to the democratic system and constitutional values of Latvia.
"It is considered that a Latvian citizen who has substantially supported military aggression carried out by a state and internationally punishable crimes against another Democratic state, thus contributing to the threat to the democratic system of Latvia, has violated the duty of mutual loyalty of the state and The Citizen," the authors of the amendments to the law say.
