Ukrainian. I don't think there is a single picture or video showing russians using Tochka-U in Ukraine. Kherson is also under DPR control i think.

I think a factor here is that western countries aren't authoritarian regimes, and you don't get up to 15 years locked up for protesting against western invasion of some country. In Russia if you criticize the war in Ukraine (or call it war and not "special military operation") you can get up to 15 years for spreading disinformation. In the US if you criticize the war in Afghanistan and Iraq you'll get zero prison time.
