I was thinking along similar lines, only worse. My first thought is one of Staph's parents (likely her mother but could really be either) might've received some very bad news about their own health and the other knows they can't handle her along with a terminally ill spouse to care for and Staph undoubtedly getting far worse from the stress. So shit needs to move fast in order to find her some type of separate living situation with whatever support services they can scrounge up to try and help her with independent living skills. If it's anything like it is here, it is far easier to scrounge someone up a subsidized shithole with a social worker to pop by and make sure the situation isn't completely dire and throw a few hundred bucks a month at the problem with a wrangler to allocate it than wait around for spaces to open up in places they warehouse people who can't or won't take care of themselves. Those places need to prioritize people who are far worse off than Staph, who is inappropriate but not usually dangerous and hasn't managed to completely alienate her limited support system yet.
I just can't see the situation being that Staph managed to competently tard her way into a full ride tugboat with her parents' support, despite having to know they were essentially volunteering to vastly increase their living expenses as well as cook, clean and do laundry for two separate households, to say nothing of tard wrangling duties. Good for them if they're just being responsible and want to have a breather in their advanced age, but the speed at which this is happening seems like something more might be up.
