It is overplayed and underplayed due to ignorance. Russia's reach is unknowable as they've shown an ability to get into some of the most secure networks undetected and stay there for an unknown amount of time.
I haven't watched the video and can't right now but I assume it mentions the powerplant flex that happened about a decade ago. That was just fluffing up feathers to say "We can do more." Actually, you kind of answered the question I had earlier. I thought that St. Petersburg might be the second Russian City that got one of the 3 special nukes off the Titan II. It would make a lot of sense. No point in nuking Moscow twice if it's already rubble. What's the point of nuking anywhere else?
